On one computer, with the same background, the icons and text are over the background, that fade with the background looks like nothing but the actual icon is on top While the other computer, there is a blue block surround each icon, making it look tacky.

And it looks like the same to me, except the "Color" field for "Desktop" has changed to white. How do I get it back to normal, where the icon background is transparent? Ah, got it. Turns out I somehow checked "Lock Items" under the "Web" setting from the "Settings" tab of desktop properties.
